From the Gion Matsuri pamphlet: Tsujimawashi - The floats do not have a rudder to steer with, so split bamboo or pole are placed under the wheels and water applied to the wheels to allow them to slide while the floats are pulled from the side. The timing of the hayashi kata, the music leader and pullers make a powerful impression that should not be missed.
